1. Approve the following meeting minutes:
a. City Council Closed Session Meeting of July 15, 2019
b. City Council Open Session Meeting o July 15, 2019
2. Approval to pay invoices of previously budgeted expenses on August 6, 2019
3. Approval of disbursements in the amount of $142,141.46 on July 19, 2019 and $216,548.96 on August 2, 2019 for payroll, inclusive of employee salaries, employer and employee taxes and retirement contributions, miscellaneous voluntary employee deductions, retrospective pay, holiday pay and equity adjustments

- Conduct a public hearing and consider adoption of Resolution No. 08-05-2019-A approving a 3.51 percent cost of living adjustment to the refuse collection rates for Cal Sierra Disposal/Waste Management
- Conduct a public hearing and consider waiving the first reading and introducing Ordinance No. 859 amending Section 4.04.020, regarding franchise requirements, and adding Chapter 4.11, State Video Franchises, to the Sonora Municipal Code establishing a Public, Educational, and Government (PEG) fee
