CITY SERVICES

Community Development

Community development activities for the City of Sonora encompass the functions of land use planning, building inspection, and public works construction and maintenance. These three activity areas account for how the City will grow and develop now and into the future; insure that the built environment is constructed in accordance with uniform standards and criteria; and provide for high quality public places for residents and visitors. An experienced staff implementing these activities plays a major part in how the policies and programs of the City Council and its commissions and committees are carried out.

Planning Department

Land use planning activities of the City are implemented by the Planning Department, located on the second floor of City Hall. The staff consists of Community Development Director Ed Wyllie and Community Development Specialist Kim Campbell.  Providing oversight to the planning program is the City Planning Commission, which meets the second Monday of each month at 7:00 PM at City Hall. 

The Planning Commission was authorized by Ordinance Number 372, adopted in 1967.  As provided for in that ordinance, the purpose of the commission is “to promote and insure the comprehensive and adequate planning of the city.”  This is accomplished through maintaining the City of Sonora General Plan , and implementing the polices and programs of the plan.

The Planning Commission consists of five members, appointed by the Mayor with confirmation of the City Council.  All of the members must be residents and electors of the city, and are seated for four year terms of office.  The Commission acts on all applications for use permits, variances, design review, and site plan review, and makes recommendations to the City Council on applications for tentative subdivision and parcel maps, and amendments to the zoning ordinance and the City General Plan.  The Commission can also initiate such amendments, and provides advice to the Council on special projects.

Building Department

Building plan checking and inspection services are provided by the Building Department, co-located with the Planning Department at City Hall. The department is staffed by Public Works/Building Inspector Steve Fickel, who serves as the chief building official, and is under the general supervision of the Community Development Director. Community Development Specialist Kim Campbell assists in department activities. 

The Building Department reviews plans, issues permits, and inspects projects covering a variety of construction activities throughout the City. The department also provides inspections in support of the City’s various housing programs. All reviews and inspections are conducted based upon the uniform codes regularly adopted by the City Council.

Public Works Department  

The Public Works Department conducts a variety of activities from its corporation yard at 111 School Street.  Street, sidewalk, and storm drain maintenance; building maintenance and repair; park, landscape, and cemetery operations, traffic signal maintenance; and vehicle fleet maintenance are just some of the functions carried out by the department.

Day-to-day operations of the department are supervised by Public Works Supervisor Jeff Busalacchi, and are implemented by six Public Works Specialists (Jim Lillie, Bill Atkins, Bob Ennis, Richard Engle, Bill Seldon, and Mike Lagomarsino), and two Public Works Assistant
(Brian Wolverton and Kyle Keith).  Vehicle and equipment fleet operations and maintenance is coordinated by Supervising Mechanic Dave Alves, supported by Equipment Mechanic Jason Morey.

Along with the day-to-day assignments, the staff participates in a variety of special projects and events, including promotional activities, interdepartmental assistance, and regular committee assignments including the Safety Committee; Parks, Beautification and Recreation Committee; and the Parking and Traffic Commission.
